Amsterdam, like many European cities, has introduced vehicle access regulations to improve air quality and support climate goals.
The city operates environmental zones and is gradually expanding zero-emission requirements for certain vehicle categories. Access regulations affect different types of vehicles, including trucks, vans, buses, coaches, and older diesel vehicles.
The system is largely based on ANPR cameras (Automatic Number Plate Recognition). These cameras automatically read the license plates of vehicles entering regulated zones.
The license plate is then checked against vehicle information in databases (such as emission class, vehicle type, exemptions, etc.). If a vehicle is not allowed in the zone, the system can trigger a fine or enforcement action.
URBAN VEHICLE ACCESS REGULATIONS (UVARs)
are rules that control which vehicles can enter specific areas of a city. These regulations help reduce air pollution, traffic congestion, noise, and greenhouse gas emissions. Examples of UVAR measures include:
- Low-emission zones
- Restricted-access streets
- Time-based delivery zones
- Taxi access regulations
Managing these regulations can be complex for both cities and road users. Digital solutions make it easier to provide clear information, check vehicle compliance, and support enforcement. By improving transparency and accessibility, cities can encourage sustainable mobility while maintaining efficient urban transport systems.
DIGITISED UVAR SYSTEM IN AMSTERDAM IS INTEGRATING REAL-TIME DATA AND NATIONAL VEHICLE DATABASES FOR AUTOMATED TRAFFIC CONTROL AND ENFORCEMENT PROCESSES.
Amsterdam is expanding its digital system for managing Urban Vehicle Access Regulations (UVARs). The project integrates traffic monitoring, vehicle identification, access control, and enforcement into a single platform, enabling more efficient management of urban mobility and restricted traffic zones.
Infrastructure upgrades are being implemented, mainly consisting of fibre optic cables and system improvements, to enable real-time management of UVARs. Approximately 40 cameras are being connected within the S100 inner city ring road.
FROM VEHICLE IDENTIFICATION TO ENFORCEMENT AND FINES
The system provides a complete enforcement chain, connecting number plate recognition with the Dutch license plate database, the public prosecutor‘s office, and the Dutch central judicial collection agency.
Through this integrated process, exemptions can be managed and traffic violations can be processed digitally, including the collection of fines.
SMARTER URBAN TRAFFIC MANAGEMENT AND SCALABLE REGULATION SYSTEM INCLUDING TAXI FLOW CONTROL TOOLS
The system supports more efficient management of undesirable traffic flows, such as unnecessary taxi movements, through tools including a virtual queue system for taxis. It also enables scalable integration of new use cases based on vehicle attributes stored in the license plate database.
Overall, the system improves enforcement capacity and strengthens the city’s ability to manage urban traffic through digital infrastructure.
