Digitalisation of the road infrastructure in Berlin
The aim of this Task is to digitalise the condition of the road infrastructure in Berlin. To this end, Berlin will carry out a metrological condition survey and assessment (“Zustandsbefassung und Bewertung” - ZEB) using high-performance measurement vehicles with line scan and area scan cameras, laser scanners, high-precision-GNSS and a specialised skid-resistance measurement system for the main road network in 2025 (StEP I to III, accordingly to the street categorisation of the Urban mobility and traffic development plan by the city Berlin), and for the remaining side roads in 2027. The total coverage will be approx. 6.000 km of road network, with a lane-related recording the scope of measurement kilometres

The data obtained via ZEB will play a crucial role in Berlin's IT-supported maintenance management system (EMS Berlin), which coordinates not only construction sites but also temporary street events (like film shooting) through a geographic information system (GIS). The EMS system digitalises the approval process, incorporating it into Berlin's authorities' overall digitalisation efforts. The system currently holds road condition data from 2020, requiring routine condition surveys as outlined in technical regulations. The data is used for tasks such as documenting road conditions, preparing construction programs, forecasting maintenance and financial needs, and providing photographic documentation of road conditions. This helps the city allocate funds effectively for road maintenance, ensuring the preservation of infrastructure while minimising ecological and economic impacts. The necessary IT infrastructure and data collection coordination for this project are already being established as part of the EMS Berlin's ongoing implementation.
KPIs: The metrological condition survey and assessment will be carried out on the main and side road network of Berlin (approx. 6.000 km of road network).
