Digital infrastructure for C-ITS and ITS

This Task will develop essential parts of the digital infrastructure for C-ITS and ITS deployment and operation. This will improve and automate the traffic management processes in the traffic centres by close digital integration of the traffic management services and systems with real-time operational picture of the status of the road transport network and its operation. Incident management, goods transport demand-supply chains, and SRTI/RTTI enhancements will receive specific consideration to ensure compliance to the ITS Directive and its Delegated Regulations. The improved processes will also provide support to the climate neutral smart city actions. This Task includes diverse target areas such as concept for digital traffic management and national C-ITS operator, and digital operational picture of the road network including various 3rd party data sources.

A digital operational picture of the road network is a digital shadow of the traffic situation on the main road network focusing especially on the incidents, events, exceptional conditions and roadworks affecting traffic. The common operational picture describing in real time what is the status of traffic (including any incidents in the different parts of the road network managed) is a prerequisite for effective traffic management. This is necessary to make the traffic manager fully aware of what is happening, and which corrective measures needs to be implemented to ensure safe, clean and efficient transport conditions on the whole network. Without such an operational picture, the traffic manager is only partially aware of what is going on. The digital operational picture is an upgrade of the existing operational picture, and the upgrade is a result of several upgrades and new deployments. These deployments include: SRTI and RTTI message data provision upgrade, signal priority system ITS Prio (HALI) upgrade, Fintraffic Road web map tool deployment, traffic management VMS automation upgrade, new road weather model deployment, traffic information structural upgrade, and use of data products in traffic management measure selection.

KPIs: The deployment will cover all Finnish highways including all TEN-T roads. There will be one digital operational picture of the road network incorporating all feasible data sources and initial steps of national C-ITS operator system deployment for Finnish highways according to the planning project ongoing (to be finalized in Q2/2026).

Type of implementation: The deployment is partially an upgrade of existing systems (operational picture of road network containing SRTI and RTTI message data provision upgrades, signal priority system ITS Prio (HALI) upgrade, Fintraffic Road web map tool deployment, traffic management VMS automation upgrade, road weather model upgrade, traffic information structural upgrade, and use of data products in traffic management measure selection) and partly completely new (the first phase concept of the C-ITS operator including operational models and ICT for management of C-ITS messaging).
