Initial C-ITS deployment in Finland

The task will support the deployment C-ITS services in Finland. The services will primarily be based on long-range IP-based cellular communications. The deployment will utilise the national deployment model currently being developed outside the scope of VERKKO , the EU C-ITS Credential Management System (CCMS), the C-ITS standards and service-related profile specifications by the C-Roads Platform.

A selected set of C-ITS services will be deployed with the following objectives:
- Gain practical experience and empirical data on long-range C-ITS deployment and operation.
- Understand the costs associated with implementing and operating C-ITS services.
- Verify that C-ITS services on mobile networks meet the requirements for message exchange, security, reliability, and interoperability updated by the ITS Directive (EU) 2023/2661.
- Validate the national C-ITS service deployment model.
- Support Finnish stakeholders to develop C-ITS services aligning with C-ITS standards, C-Roads Platform specifications, and EU CCMS requirements.
- Accelerate the development and deployment of services to enhance road safety, transport efficiency, and other transport policy goals in Finland.

The role of TRA is a facilitator and supervisor of the deployment to cover Finnish highways and at least one city, while the actual deployment works will be carried out by FTR and cities.

KPIs: The deployment will cover at least one C-ITS use case. The use case(s) may differ between highways and cities.
