Traffic Network Management: TPF, NORA, EVA, and DIVA

The NORA (Network Operation and Road Administration) application automates the display of traffic information based on real-time data, ensuring accurate and high-quality updates for road users via roadside systems such as dynamic signposts and variable message signs. It integrates traffic data from DIVA (dynamic traffic analysis) to calculate and implement display decisions, including traffic jams, diversions, construction notices, and event signage. While most updates are automated, manual adjustments can also be made through a range of graphical user interfaces (GUIs) provided by NORA.

The system leverages multiple services, including travel and loss times from DIVA, external data providers, and the Telematics Platform (TPF) for communication with display systems. Incident management software (EVA) ensures rapid reporting and dissemination of critical information across platforms like the Autobahn GmbH website and app.

This Task will focus on nationwide rollout and standardisation of NORA, configuration updates to integrate external systems, regional customisations, and the establishment of consistent display content and technical control across Germany. The Task will be dedicated also to enhancing DIVA to enable independent traffic analysis and reduce reliance on external data. Furthermore, the Task will expand the TPF to improve command transmission and data collection.

These upgrades will provide a unified, efficient, and user-friendly traffic management system across the country.

KPIs: Nation-wide integration in Germany of all existing software (NORA, DIVA, EVA and TPF) to Autobahn OS and the Autobahn APP.
