Dynamic Traffic Management System for raising road safety level of main Estonian TEN-T Comprehensive network

This Task will be devoted to expanding the coverage of the Dynamic Traffic Management System (TMS) to the busiest section of Estonia's TEN-T Comprehensive network. While the TEN-T Core network has been equipped with TMS elements over the past decades, this Task focuses on the high-traffic density E20 section (80 km from Tallinn to Rakvere). This expansion aims to replicate the successful results seen on other roads, particularly the quick enforcement of weatherinduced speed limits, which is critical in Estonia's harsh and rapidly changing weather. The implementation of TMS will also make road maintenance more efficient, reducing CO2 emissions from maintenance vehicles.

This Task completes the implementation of smart roads in Estonia, covering all areas where intelligent traffic management is feasible. The E20, originally built in the 1980s, cannot undergo full reconstruction in the near future due to the shifting importance of eastward transit, particularly after the Ukraine conflict. Instead, TMS offers a viable alternative to enhance traffic safety on this road.

The TMS system is expected to help manage traffic issues on the legacy 2+2 carriageway and provide valuable insights for other countries with similar infrastructure, such as those in the Baltics and in Ukraine. Additionally, the E20 passes through forested areas with a high risk of wildlife accidents. Using TMS to display real-time warnings and enforce speed reductions will help mitigate this issue without the costly and impractical installation of wildlife fences.

Around 90 variable message signs (VMS) will be installed along the E20, with final locations determined after the technical design phase. This Task will significantly improve safety on the Estonian TEN-T Comprehensive network and complete the national TMS rollout.
