Modernization of mobility sensors on Estonian TEN-T roads

Estonia has a well-developed intelligent TMS, including sensors, cameras, a centralised Traffic Management Centre, and the “Smart Road” service that provides online information. The system also offers data through NAP DATEX II and variable message signs (VMS). However, the mobility sensors need modernisation to improve service quality, reduce maintenance costs, and leverage new technologies like 5G.

The current traffic counting network, over 10 years old, uses outdated pavement-mounted inductive loops that are costly to restore after resurfacing. The legacy equipment’s manufacturer (from non-EU country) no longer provides software support, and the service contract has ended.

This Task will be devoted to:

  • replace the traffic counting stations with modern solutions on all TEN-T roads in Estonia
  • incorporate data collection for pedestrians and cyclists to gather comprehensive mobility data.

Around 70 permanent traffic monitoring stations on Estonia’s TEN-T network will be replaced, and up to 26 additional stations for pedestrian and cycling data collection will be newly installed. This system will enhance multimodality and safety, improve infrastructure usage, and provide data for optimised mobility planning. It will address existing gaps in mobility data for non-motorised road users, enabling better assessment of how infrastructure and land-use changes impact mobility patterns.

The modernised network will cover state-owned roads in urban, suburban, rural areas, and EuroVelo routes, providing valuable data for future infrastructure assessments. Being complementary to Task T5.06, dedicated to the installation of mobility sensors for pedestrians and cyclists in Tallinn, this Task will be planned in synergy with the City of Tallinn (EE_TAL), by sharing technical information and solutions about best the practices for collecting pedestrian and cyclist data.
