VISS DTR – Digital traffic regulations for Berlin

The VISS (“Verkehrsinformationssystem Straße”, Traffic Information Road System) project was launched by the Senate Department to further digitalise traffic regulations and road administration in Berlin. It builds on previous successes by providing a central database, a unified road network, and processing tools for traffic and road authorities. The system now includes a traffic sign register and a pedestrian network, forming the basis for a city-wide maintenance management system.

The Task will upgrade the system by specifying the scope, by developing a product vision, and conducting market research to identify suitable technologies and providers. The upgrade includes a test management system to address issues before updates and provides immediate support for reported problems. VISS also helps implement the Online Access Act, EU regulations, and the digital road condition infrastructure project. Its highly accurate map will support future automated driving and a self-updating map system using a vehicle fleet. The system enables decentralised map exchange via V2X technology and provides essential mobility data through the national access point.

KPIs: One system will be upgraded that covers the entire road network of Berlin.

Type of implementation: Partially new, with an addition to existing systems and a replacement of past implementations.
