Installation of mobility sensors for pedestrians and cyclists in Tallinn

Traffic data in Tallinn are collected from various sources, including workplace and residential data (OD-matrix), school and kindergarten facilities, public transport usage (counting and validation), mobile positioning data, and traffic counting. Currently, there are 452 sensors monitoring traffic volume for cars, buses, and trucks, but no data are collected for pedestrians and cyclists. Adding this missing data will enable more informed, data-driven decisions on urban design and mobility planning. It will also help monitor the impact of measures aimed at increasing sustainable and active mobility, including the goal to raise cycling usage to 15% by 2035.

Prior to VERKKO, a preliminary study has identified 35 critical intersections in Tallinn where pedestrian and cyclist data are needed. Due to intersection geometry, multiple devices are required for comprehensive data collection. The total number of devices has been specified during preliminary design study. According to the installation plan defined prior to VERKKO, in the frame of this Task 30% of the devices will be deployed in the first reporting period and the remaining 70% during the second reporting period. Withing this Task, a technical design will be developed and the equipment delivery and installation will be tendered together. Since most devices will be installed at intersections, power connections are already available, making the installation works less complex and less expensive.

Being complementary to Task T4.09, dedicated to the modernization of mobility sensors on Estonian TEN-T roads, this Task will be planned in synergy with Transpordiamet (EE_ETA), by sharing technical information and solutions about the best practice for collecting pedestrian and cyclist data.

KPIs: Installation of around 35 new stations for pedestrian and cycling data collection at urban intersections.
